Prepaid and Gift Cards
The Credit CARD Act imposes prepurchase disclosure of certain fees, such as inactivity fees, associated with prepaid cards -- and mandates that the cards not expire before five years. The new rules for prepaid cards -- including gift certificates, reloadable prepaid cards and gift cards -- go into effect Aug. 22, 2010.
"In the past, some expired after a year -- if you still had money on it, you lost it," Straessle says. He predicts that, to make up for this lost revenue, issuers will start charging a higher upfront fee to get a prepaid card and also a higher fee to reload the card -- as high as the market will bear. "It will depend what they think they can do competitively," he says. "It's the logical place for additional revenue to happen because there are not many revenue sources in a prepaid cards program."

Can anyone share their experience of finding and renting housing anonymously in the UK?
Perhaps you rented directly from a private owner and paid cash up front? Perhaps you chose to move to the country to avoid the big letting agents? Any UK specific suggestions appreciated.

Hi Fulani, I would cancel my home phone and get a prepaid cell phone# from Wal-mart. I like the Tracephone but there are others. Do not accept mail at your current address anymore and forward all mail as described in Mr. Luna's HTBI book.(its a free download) If you have not read it. I encourage you to do so immediately. I would then only contact creditors in writing when and if you plan to negotiate with them using a ghost address and pre-paid cell.

toll transponders
When I was reading the business plan for the transponder company selling SunPasses, it occurred to me that they're probably doing it by setting up an LLC as a front business, then buying SunPasses as if they were outfitting a transportation fleet, like for truckers or rental cars? If so, that's an ingenious business plan, but perhaps a group of friends (or anonymous business partners) could accomplish the same purpose even more privately? The business plan also reminds me of the SpoofID cards for spoofing somebody else's caller ID: In other words, an idea that will probably be shot down the first time somebody commits a premeditated criminal act while using their SunPass acquired from PrivPass. For that reason, I would think a small group of trusted friends owning a NM LLC for a fleet of "business vehicles" that need toll passes would be a safer bet?

Cashiers Checks and Money Orders
I recently tried to purchase a cashiers check for $5000 from five different banks. Three banks were large national chains and two were smaller local banks. It appears that now you cannot get a cashiers check unless you have an account at the bank. Is this some sort of new banking law?
I then went to purchase a money order instead and was informed that for any amount over $2500, I would need to furnish an ID and my Social Security card! I ended up going to two different places and getting two money orders (actually six because they only come in $1000 increments, 4 1000's and 2 500's). Do you know of any new laws that affect privacy when it comes to purchasing cashiers checks or money orders? It seems the only way to remain private is to use a nominee or do like I did and purchase many small money orders

For transferring large amounts of money, my suggestion is to use a personal bank account (distasteful as that may be).When you purchase a series of money orders in a short period of time, that can be construed as illegal "structuring" so I strongly advise against it.

Big Brother in Britain--Cameras are always watching

"Police chiefs are facing the threat of a High Court privacy action over a nationwide network of cameras that is being used to take up to 14m photographs of motorists every day.
The images are being stored daily on a huge “Big Brother” database linked to automatic numberplate recognition (ANPR) technology to track vehicles’ movements. The records not only include details of car registrations, but often photographs of drivers and front-seat passengers, a police document has revealed. They are being held on a database in Hendon, north London, for at least two years without drivers’ knowledge or permission."

I ordered your "SKIP COLLEGE" to see if it might be of interest to my seven teenage grandkids. It certainly is! Am I allowed to just send this one to all seven, or must I pay more?

I encourage you to send it on to as many people as you like, John. I often get e-mails from young people who appreciate the message. Here's one that came in last night:
"I just finished reading Skip College. I do feel greatly inspired by it and would like to re-read it in order to better understand it. "I will likely forward it to my mother and father who played a big role in my attempted college career. I hope when my parents read it they will better understand the direction I would like my life to take. "I liked the examples you gave; they made me better understand the creativity it takes to start my own business. I can personally verify the description of college as a very immoral place. "As far as the correlation between college and making money, I completely agree. I know too many people my age with a four year degree, $100,000 in debt, and now a job at Starbucks.
"Chapter 12 really hit me hard. I do drive better now than when I was 16, but I am still reckless. That chapter seemed out of place in a book about skipping college but did seem like a funny coincidence as it applies directly to me. "I feel that I really understand the message you are sending and I aspire to do what you prescribe."

Perhaps it's possible to open a Canadian bank acct. without travelling to Canada?
If you're not willing to take a vacation to Canada, you'll have to jump through a few more hoops. Bureaucracy is the problem. To hinder money laundering and terrorism, governments encourage banks to only accept new account applications in person. They're called the "Know Your Customer" rules.
Here's one idea...
The Royal Bank of Canada operates a bank in America called RBC Bank. TD Canada Trust also operates banks in America.
Contact customer service at a Canada-based institution and ask them to send you an application for a new account. Then contact your closest branch in America and ask them to help you process the application without you having to fly to Canada.
It won't be easy. The American branch will tell you they are a totally different operating entity from the Canadian bank. You'll probably have to spend a few hours on the phone... But a lady from RBC's customer service assured me it's possible.

Responding to Bill #7338 : Sorry for the delay in response, I do not get on the internet very much. When I rented the weekly apartment in Arkansas, I used my passport. I decided to walk to the apartment from down the street as to avoid any issue with having to show a DL. This was in case the landlord got nosey and wanted to see my DL then I could say that I did not have it. (Which I would have left it in the car and it would have been true then that I did not have it there) But she never asked for it. I think they were impressed to see a passport (laughing), not many in that small town had ever seen one before.
When obtaining my Arkansas DL the lady never asked for any utility bill, lease agreement, receipt or any other type of document like that. I just smiled and told her my new address, she just typed it in. I did have to go through a small eye test but no pictures were taken of my iris or anything. I forgot to mention too, my SSN does not appear on the DL either but I did have to write on the copy of my passport.
I do not expect to get anything from the Arkansas DMV since I have no vehicles titled through them. The apartment management will not forward mail. Although, I did not ask them if they offered that service. If any mail is sent there with my name then it is returned to sender. I know this because I signed up for a prepaid debit card (To be used for a one time service on the internet – they give you the CC number before you get the card) and used that address. The debit card issuer e-mailed me and stated that the card was returned to sender. By that time I was done with the card and cancelled it. I do not expect to ever go back there, unless it is to renew the license.
During that week I ordered delivery pizza, signed up for two magazine subscriptions to that address using my prepaid debit card (A different one that was registered to my new ghost address). Went to UPS & FEDEX and mailed small gifts to several people who shared my same name and the names of my immediate family members. I used my new ghost address for the return address (As to create mis-information). As for the magazine subscriptions I just let who ever wants them have them.
In closing, I rarely use snail mail. My other ghost address is in another state about 1,100 miles away and I used my Arkansas DL for that. If I get snail mail there then they will e-mail me through another ghost e-mail address to let me know and then I send them S.A.S.E so they can mail it back to me to one of my various friends address. I would call ahead and ask questions to the DMV you are choosing. I know some states do require a utility bill like Tennessee. Also, call ahead to the weekly rentals in the area where you are going and ask them what ID they need in order to rent. I do not communicate with my family through e-mail, rather we have created a single offshore e-mail account and each of us has the password that is changed on a regular basis and we create an e-mail draft to leave messages for each other. That way no e-mails are ever sent out. That is what I call a ghost e-mail address. Good luck! Hope this helps! Chris.

The rules in the financial industry were strictly tightened following 9-11. The SRO's (Self Regulating Organizations) are more strict than government organizations. The "know your client" laws require those in the industry to verify your information. Providing false information could lead you to having difficulty accessing your own funds and will likely result in losing the privacy you desired by causing an investigation of your account. As long as your are getting your mail effectively from a ghost address, you should verify your other personal information (bd, name, ssn). Stay under the radar!

Yes Brian, I only purchased it for the basic service. Deep in the fine print there is a clause that states if you use over 5000 minutes a month they would consider you a business client and could terminate your service. I’ve had it for 21 months now with no phone bill and love it.

Hi Stan, Let me clarify about Ooma system and the VPN. These are two separate items. I didn’t purchase a VPN from Best Buy only the Ooma system. All of my ISP traffic is routed through my VPN. A VPN can be a piece of hardware or software. I am running a VPN service on a windows server box, that all of my computers and Ooma system connect through behind a firewall. (go to youtube.com and there are lots of tutorials on how to set this up) This VPN provides an encrypted tunnel to another ISP on the internet (preferably to a foreign server) this provides yet another layer of security. Your ISP only sees encrypted traffic. There are several different VPN vendors out there. If you are running a wireless connection I definitely would not connect to the internet without using some kind of VPN service.

Is there an effective way of answering the census to maintain privacy while avoiding a visit from the government data collectors?
Answer: Lie.
Keep in mind the potential penalties for doing so however, and determine if the risk is worthwhile.
In the last fifty years, less than a dozen people have been fined by the Census, and virtually all of them were outspoken anti-census advocates who were fined as an example.
The maximum possible fine is $5000, but nobody's ever been fined more than $50 to $100.
My privacy is certainly worth a hundred bucks.
Refusing to answer the questions guarantees a visit, and they will pursue you according to an established procedure for about 90 days, then they will give up.

Hi Fred,
You mentioned in the subject post that you purchased a VPN at Best Buy. I looked at the VPNs on their Web site and I don't quite understand.
I always thought a VPN was achieved by logging on to Web sites that provide VPN service and visiting other web sites from that Web site. I didn't know that a VPN was a physical device. Is this device used instead of or in addition to logging on to Web sites that provide VPN service? Is all you need for a VPN this physical device? Once it is installed, can your ISP track your movements on the Internet?

Long held brokerage account asking for info. update
Now, after having been with the same stock broker and the same VERY LARGE stock brokerage firm for over 10 years, I'm getting a personalized request to verify and update information they already have in their files about me. I'm wondering if this is now standard practice with all stock brokerage firms or if perhaps they've checked my info. against a lexis-nexis type of data base discovering my 5 addresses I maintain simultaneously, each used for differnt purposes, one for taxes, one for utilities, one for bank accounts, one for investment accounts and of course one for drivers license. Also, the birthdate on their form is different from the one I gave them when first setting up this account back in the 1990's. Back then, all the financial firms only cared about your name, address & social security number matching. I'm wondering if I should just ignore this request and shred the form. I've got over $500K invested with them.
